The City of St. Augustine said residents could fill up sandbags at multiple locations:
Francis Field on West Castillo Drive on Thursday, August 29th from 12pm-5pm
Windswept Acres Park, 5335 SR A1A South
Sims Pit, 536 South Holmes Boulevard
Hastings Community Center, 6195 South Main Street, behind the building
Mills Field, 1805 Race Track Road, in the overflow parking lot
Palm Valley, under the Palm Valley Bridge on the east side of the Intracoastal Waterway
North Beach Park, 3721 Coastal Highway (at the walkover)
The sand and bags will be provided for free. Residence must bring their own shovels and are responsible for filling their own bags. There is a 20 bag limit per person.
Flagler County has several locations with sand and sandbags for local residences:
Self service sandbag location at Palm Coast Public Works Yard located at 1 Wellfield Grade from sunrise to sunset
Empty sandbags (but no sand) are available from 8am to 5pm Monday- Friday at Palm Coast City Hall, 160 Lake Avenue

Bradford County is starting to supply sandbags Thursday Aug.29th at 12pm at:

Nassau County sandbags will be available to residence beginning at 7 am Thursday at the following locations:

Orlando - Orange county will be distributing pre-made sandbags to residence on Friday and Saturday at the following locations from 9am to 7pm

Maitland:
Maitland will begin distributing on Thursday. City residence will be able to pick up 10 bags per person until 7pm at Maitland Community Park, 1400 May Avenue.
Bags will be provided starting at 8am on Friday until supplies run out.

Seminole County
Seminole County will open sandbag operations for residents beginning at noon on Wednesday, Aug 28th 2019 at the Boombah Seminole County Sports Complex. Residence will need to bring their own shovels and own bags.
Osceola County

Brevard County
In anticipation of Hurricane Dorian, four locations throughout the county will be used for sandbag distribution on Thursday from 10 a.m. to 6 p.m and on Friday from 8 a.m. until 6 p.m. Saturday distribution hours TBA. The sandbags are free and limited to ten per household.

Identification is required for proof of residency.
Ft. Lauderdale
Starting Friday at noon there will be sand bags for people who can provide proof of residency at the following location.
Mills Pond Park at 2201 NW 9th Avenue.
If your area was not listed please remember your local hardware store will be able to provide you with the necessary supplies to get you, your family, and your home ready for Hurricane Dorine. Hardware stores will be charging for the supplies, don’t wait till it’s to late.
